Manitoba’s Children’s disABILITY Services (CDS) program is shown as a system where even new budget injections (including funding for families on reserves and the growing number of autism diagnoses) do not fix deep structural problems. The article draws on surveys and interviews with parents and describes typical barriers: a confusing application process that can drag on for years, lost documents, very long waitlists for services and assessments, and overburdened social workers. As a result, children do not receive support in time, fall behind in development and education, and families live in constant uncertainty. The authors argue that it is not enough to add funding; CDS itself must be reformed — simplifying access, setting clear timelines for decisions, improving coordination with schools and adult services, and focusing on the real needs of families.
